Tasneem Roc was born on December 11, 1978, in Sydney, Australia. Her mother is Scottish author Margaret Roc, and her father, John Roc, is a Karen (ethnolinguistic group and Sino-Tibetan language speaker) from Burma. Her parents raised her alongside her sibling, a younger brother named James Roc.

For education, Tasneem Roc attended Turramurra High School. Following graduation, she went on to study at the Australian Theatre for Young People and later graduated from the University of Sydney in 2001 with a Bachelor of Arts (B.A.) English Literature/Art History.
