At the age of four, Butler moved to the United States with his mother where he grew up in Fairfax, Virginia.
After graduation from Langley High School, he went on to attend Ohio State University. There he studied chemical and biomolecular engineering for a year before realizing he had no interest in his major. So Ross Butler dropped out, moved back to Virginia, and took courses at a community college. After eventually moving to Los Angeles at the age of 20, he began taking acting classes around a year later.

At the start of his career, Ross Butler was only able to land minor roles in small film and TV projects. His early roles include in the TV films The Gateway Life (2012), Camp Sunshine (2013), Teen Beach 2 (2015), Perfect High (2015), and films The Internship (2013), Work It Out (2013), Rules of the Trade (2014), Two Bedrooms (2014), Hacker's Game (2015). Also, he appeared in episodes of the TV series Major Crimes (2013), Happyland (2014), and Chasing Life (2015).
Finally, in 2015 Butler was cast as the recurring character Brett Willis in the comedy TV series K.C. Undercover. He portrayed the character from 2015 to 2016, for a total of 8 episodes and is considered his breakthrough role.
Over the years Ross Butler has worked in major films including Shazam! (2019) and Shazam! Fury of the Gods (2023) as adult Eugene, To All the Boys: P.S. I Still Love You (2020) and To All the Boys: Always and Forever (2021) as Trevor Pike and lent the voice of Leader of Spine in Raya and the Last Dragon (2021), etc.
Moreover, he has had a recurring role in Teen Wolf (2016) as Mumu, Riverdale (2017) as Reggie Mantle, and voiced Chen in Army of the Dead: Lost Vegas. Also, Butler has played the main character Zach Dempsey in 13 Reasons Why (2017-2020), and Alex in Swimming with Sharks (2020).
